Carlo is a fourth-generation West Sider, Chicano, youth worker, and change-maker deeply rooted in the Saint Paul community and running for the Saint Paul School Board. Carlo is a SPPS Graduate from Humboldt High School, where he earned numerous honors including valedictorian of his Graduating Class in 2013. He is a first generation college graduate, earning his Bachelor's Degree in Child Psychology and Leadership from the University of Minnesota Twin Cities.

Carlo has demonstrated transformational leadership for the City of Saint Paul in his work with our youth and teens in our community centers, youth leadership initiatives, recreational programming, youth employment programs, and our public schools. Carlo has built connections throughout every neighborhood in the City. 

Carlo currently serves as the Youth Engagement & Training Manager for the City of Saint Paul, the President of the West Side Boosters Youth Sports Organization, a member of the Board of Directors for Neighborhood House, and the Chair of the Movimiento (Latino) DFL Caucus. He was also recently appointed to serve as a Human Rights and Equal Economic Opportunity commissioner for the City of Saint Paul.

Carlo’s dedication for educational equity, systems change, labor and human rights, community connectedness, and policy development began through his experience as a student in Saint Paul Public Schools. He continued to center his actions around equity as he led Student Success, Intervention and Positive School Climate initiatives at Humboldt High School from 2017-2021, served on the Executive Board of the Saint Paul Federation of Educators, and continued to work in varying capacities within the City of Saint Paul. Carlo deeply understands the needs of our young people and works in partnership with them to design solutions; on the school board, Carlo will champion quality services for each and every young person throughout our great City of Saint Paul.
